Facing the sea and with its back to the hills, the Taichung Harbor Art Center is in the Taichung County town of Cingshuei, on a piece of level land near the Dajia River. The 300-hectare Gaomei Wetlands, located to the northwest of the Art Center near the mouth of the Dajia River, is an important nature preserve containing such endangered plants as Bolbos choenus and Hygrophila pogonocalyx. The vast flocks of migratory birds that visit the wetlands every year make it a paradise for birders.

The Taichung Harbor Art Center has been built between a flat area and some rolling artificial hills. The art center features classical Minnan architecture and blends traditional simplicity with an international outlook. Occupying over 30,000 square meters, the art center contains demonstration rooms, exhibition rooms, lecture and conference rooms, an outdoors performance area, classrooms, and an administrative section.
