Jhongjheng Road is Pingtung City's main road. The road is lined with important administrative agencies, financial institutions, and business establishments. The Pingtung City Government Building is located at the corner of Jhungjheng Road and Gongyuan Road. The 250 royal palms growing on the road's divider are protected as significant urban trees. Giving Pingtung the nickname "Coconut City," these palms average 12 meters in height and 0.8 meters in girth.

Coconut palms have been grown in Pingtung City since the start of Chinese settlement. Former county chiefs Lin Shih-cheng and Li Shih-chang made big contributions to planting trees and beautifying the city. It is said that the two county chiefs felt that tropical plants would highlight Pingtung's year-round sunshine, and therefore decided to plant coconut palms. In those days, visitors entering the city across the Gaoping Bridge would pass along roads lined with tall coconut palms. The gently swaying palms created an exceptionally beautiful south seas atmosphere.
