Located in the Dakuang village area of Hengchun, Houbihu Fishing Harbor is the outlet for cooling water from the Third Nuclear Power Plant. The fishing harbor was put under the control of the Kenting National Park Administration after its establishment in 1984, and the Administration established a recreational harbor in 1995 to promote tourism in conjunction with the existing fishing harbor.

Houbihu has the largest yacht wharf in Taiwan. This wharf can accommodate up to 350 fishing boats. The fishing harbor is located towards the outside and the yacht wharf is further in. Fishing is good in this area, and both tourists and local residents eagerly buy fresh seafood brought by fishing boats returning in the evening. 　　The yacht wharf and fishing harbor share the same channel to the sea. Yachts, speedboats, and tourist semi-submersibles currently operate from the wharf, and aquatic activities include personal watercraft, sailboats, and paragliding, etc. This is one of best places around for those who like aquatic recreation.
